Windows 10 will not receive an IP address from DHCP Fix

I'm randomly seeing windows 10 version 1607 and 1703 not getting a DHCP address. The fix for me is a follows:
- open a command line prompt as Administrator
- Run the follow command:

netsh winsock reset catalog- Reboot the computer
